Partial revision of provision on items of alcoholic beverages that may be mixed with materials, etc. for the preservation of alcoholic beverages, etc. and points to note about additives in alcoholic beverages (Japan)
A part of "provision on items of alcoholic beverages that may be mixed with materials, etc. for the preservation of alcoholic beverages, etc." has been revised, and "potassium caseinate" was added to the list of names of materials that can be mixed to "fruit wine and sweetened fruit wine" on 25th of June. Regarding the additives for alcoholic beverages, "Japan's Specifications and Standards for Food Additives" by the Ministry of Health, Labour and Welfare (MHLW) and "Materials that can be added to alcoholic beverages for the preservation of alcoholic beverages, etc." by the National Tax Agency are also relevant, so I would like to inform you of the confirmation points in this article.
|Items of alcoholic beverages||Names of materials that can be added|
|All Alcoholic Beverages||Activated carbon, Phytic acid, Agar, Gelatin, Sodium alginate, Carrageenan, Bentonite, Activated clay, Diatomaceous earth, Microfibrous cellulose, Wheat flour, Gluten, Egg white, Tannin of persimmon, Tannin, Silicon dioxide, Polyvinylpolypyrrolidone, Collagen, Papain, Protease, Chitosan, Pea protein, Erythorbic acid, Sodium erythorbate, Nitrogen, Urease, Calcium carbonate, Potassium carbonate, Sodium bicarbonate, Sodium carbonate, Ammonia, or Ion exchange resin|
|Mirin (sweet cooking wine)||Pectinase|
|Beer or Fermented Alcoholic Beverage||Wood chip, L-ascorbic acid, Sodium L-ascorbate or Potassium pyrosulfite|
|Fruit wine and sweetened fruit wine||Pectinase, Hemicellulase, β-Glucanase, Casein, Sodium caseinate, Kaolin, Perlite, Potato protein, Yeast protein extract, Chitin-glucan, Copolymer of vinylimidazole/Vinylpyrrolidone, Potassium caseinate, L-ascorbic acid, Sodium L-ascorbate, Sulfur dioxide, Argon, DL-potassium hydrogen tartrate, L-potassium hydrogen tartrate, Arabic gum, Citric acid, Sodium carboxymethylcellulose, Metatartaric acid, DL-Potassium tartrate, Microcrystalline cellulose, Yeast autolysate, Yeast cell wall, Deactivated yeast, Sorbic acid, Potassium sorbate, Lysozyme, Dimethyl dicarbonate or L-Potassium tartrate|
*The "Notes", which are indicated below the table in the actual announce website section, are omitted here.
The above table is based on Liquor Tax Act – Enforcement Regulation Article 13 Paragraph 8 Item 3 below.
8 When the materials designated in respective items are mixed with alcoholic beverages listed in the following respective items, each of these products shall not be deemed as newly produced alcoholic beverages, but alcoholic beverage products after the mixture shall be deemed as the alcoholic beverage products before the mixture.
i. Sake (rice wine) Lactic acid, Succinic acid, or Malic acid
ii. Fruit wine and sweetened fruit wine Tartaric acid or Potassium disulfite
iii. Alcoholic beverages of which items designated by the Commissioner of the National Tax Agency Goods designated by the Commissioner of the National Tax Agency
I assume that you check "F standards for use" in "the 9th edition Japan's Specifications and Standards for Food Additives" for additive use for foods and beverages, but you also need to check "Materials that can be added to alcoholic beverages for the preservation of alcoholic beverages, etc.(Items designated by the Commissioner)" for alcoholic beverages.
The following details and definitions are provided for use of the materials designated by the Commissioner. Since any materials cannot be used for purposes other than those designated by the Commissioner in detail, so it is important to confirm not only whether the material is designated or not for alcoholic beverages, but also its function.
"Potassium caseinate", which was added to the list, is allowed to use for "clarification" purposes to "fruit wine and sweetened fruit wine".
|Details||Definitions||Names of materials designated by the Commissioner|
|Clarification||It means improving the clarity of alcoholic beverages and preventing the turbid substances in alcoholic beverages, by removing the causative substances that cause the formation of turbid substances in the refining process of alcoholic beverages.||Activated carbon, Phytic acid, Agar, Gelatin, (snip) Potassium caseinate|
|Antioxidation||It means maintaining the original quality of alcoholic beverages by preventing quality deterioration eliminating the effect of oxygen in the storage and refining process of alcoholic beverages.||Erythorbic acid, Sodium Erythorbate, L-Ascorbic acid, (the rest omitted)|
|Maintenance of quality of alcoholic beverages||It means maintaining and stabilizing the quality of alcoholic beverages by preventing the formation of substances that degrade the quality of alcohol or eliminating substances that degrade the quality of alcohol in the storage process of alcoholic beverages.||Urease, Potassium Dl-bitartrate, (the rest omitted)|
|Prevention of refermentation||It means maintaining the quality of alcoholic beverages by suppressing refermentation (including the growth of bacteria) in the refining process of alcoholic beverages.||Sorbic acid, Potassium sorbate, Lysozyme or Dimethyl dicarbonate|
|Acidity adjustment||It means maintaining quality by adjusting acidity to an appropriate level in the manufacturing or refining process of alcoholic beverages.||Calcium Carbonate, Potassium carbonate, Sodium hydrogen Carbonate, (the rest omitted)|
|Optimization of quality of alcoholic beverages||It means optimizing the abnormal quality of alcoholic beverages in taste, aroma, color, etc. in the refining process.||Ion exchange resin or Activated carbon|
|Auxiliary agent||It refers to minimum necessary substances that coexist with the materials designated by the Commissioner to ensure the stable and affective functions of the materials designated by the Commissioner.||Dl-Malic acid, Mixture of Dl-malic acid and Sodium pyrosulfite, (the rest omitted)|
Various things need to be confirmed such as whether the additive can be used in the food, the additive function, the maximum amount of the use, and any regulations on its use regarding the use of additives. There are also the regulations on additives by Liquor Tax Act – Enforcement Regulation for alcoholic beverages. I would be grateful if you find it helpful when you deal with alcoholic beverages.
